Some phones are getting stuck at “Sending Provisioning” and some say “No Service”

Issue: Customer called and said that the phones say No Service and when they rebooted the phone it gets stuck at Sending Provisioning.

Resolution: DSL had major packet loss. After getting the DSL stable, the phones came back up.
